This style is called “Eliza” and is the high heeled version of the “Number” flat sandal as worn by Nicole Richie.

The sandal features metallic gold leather, long burgundy/gold fabric rope ankle wrap, tasseled ends with faux pearls and red beads, and large white clear crystals on top of foot.
